Since moving to Sequoia, I've observed that the Read Next Paragraph command fails to function properly in documents that contain single-line paragraphs. I've observed this behavior in both Scrivener and TextEdit. This is not a TexKit v1 or TextKit v2 issue, it appears to be global in current MacOS.
To reproduce, open TextEdit and enter several normal-length paragraphs that span more than one line. Observe that you can read all the content by starting at the top and using VO+Shift+PageDown to read.
Now edit the content and add several very short paragraphs. Even without eyesight, you should be able to verify your short paragraphs span a single line using the up and down arrow keys.
Now, return to the top of the document and again attempt to read it using VO+Shift+PageDown. You will notice that VoiceOver stops when it encounters the first single-line paragraph, as if it has reached the end of the text. It will not read further. Though you can read the rest of your document using the down arrow key, this is an unacceptable workaround for any writer or editor as it obscures paragraph breaks.

The workaround doesn't completely eliminate the issue. I have a document where using the rotor to move by paragraph simply moves the issue to a different paragraph.
