It's under web the category in the VO commands help menu (vo-h-h). I tried it in various contexts on the web and pdf but haven't found yet what it's suppose to do.
Or is it broken like these two other scripts fast forward and rewind which apparently are supposed to work during read all to navigate quickly in either direction but literally doesn't do anything in fact?

From Google:
""On macOS, the "insertion point navigation toggle" refers to a feature that allows you to quickly move the cursor (also called the insertion point) around a document using keyboard shortcuts, essentially enabling precise control over where you type next within a text field or application."".

From Apple:
Note, check the Document Shortcuts heading on this page.

You're trying too hard to find something that you want to exist. Insertion point navigation is using Command plus the arrow keys while editing text, as discussed in the article linked above.

Okay so just re read my original post. There is a script in VO commandd list under web named toggle insertion point on or off. Whether it's on or off the usual macos text navigation keys don't seem to be affected by it and I'd like to know if anyone knows what this toggle does.

I'm wondering if this is something that 'only works for people that don't use voiceover? In essence the equivalent of what we voiceover users get by default, I.e, using command plus arrow keys? No idea though, just a wild guess.

The following command on macOS, has a touch gesture on iOS. On iOS you simply hold three fingers on your screen, and it gives the same information that the following key combination will give on macOS:
VO-Fn-F4-F4

Basically, this tells you where the insertion point is on the screen.

HTH.

Again, it doesn't answer my question plus 1 I already know that one and use it daily, 2 my question is about another command.

If you attempt to use this command you're speaking of, by using the VO plus H, H hockey, and nothing happens, then chances are it probably does not work. Alternatively it's a poorly labeled command, and has nothing to do with text editing, or it could be an outdated command that Apple just never got rid of, and left in the commands help section, even though it has no current function. 🤷🏽‍♂️

Like the old apple scripts for the time while now the commands are natively written for battery date and time? :)
