So I was just experimenting with voiceover help (vo-k) and I had the apparent bad idea to have quick nav (both) on. After 5 minutes of frustration and having to ask siri to turn off voiceover just because I had my earpods plugged as otherwise my mac was becoming unusable, I discovered that at least on 15.1.1 when akqn is on you can't press escape or even fn-tab on the keyboard and you must at least have the trackpad commands (or commander if like everyone you don't care about the name change in sequoia) on so you can do the 2 finger scrub gesture to escape out of the current mode. When skqn is on you can actually press any key configured on the keyboard to hear what it does as expected. However when akqn only is on or both are single key will be like ignored and you won't hear any command even when they are configured on the alphanumeric part of the keyboard. This bug then only happens when arrow key quick nav or full quick nav is on, not with single key quick nav. Even vo-escape or vo-fn-escape... won't work.
I'd like if you can reproduce this bug too so we can report it as it's quite a critical one.
If this can help Always allow typing in text fields checked or not doesn't do anything.

A couple of ways.
You can get out of that bug by holding the power button until the shutdown dialogue comes up, or by using a media key. There might be other ways, but those are the two a friend and I discovered. Yep, it is a bug, well, I can't imagine why Apple would want that behavior anyway. For shutdown you obviously get out of it, i.e. you don't actually have to shut down, just get VO out of VO help, and that does it.
