Is it possible to automatically toggle quick nav on and off? There are two situations I'd like to do this.
1. When entering a form field I'd like to be able to start typing the same way I can with NVDA on Windows.
2. Is it possible to enable quick nav in Safari when ever the Safari window gets focus, and disable it when leaving Safari? I often forget to disable it and then half my keystrokes don't get sent to the terminal when I switch to it.

You can absolutely do this in activities. Keep your default voiceover settings with quicknav off, then create a new activity and in that activity turn quicknav on, set it to use that activity in safari and any other apps like it where you want it on. Then when you switch to Safari, or any other apps you set to use that same activity, it will switch automatically.
Also, under Voiceover settings, there is an option to enable typing in edit boxes even with quicknav on. Sorry, I don't remember how to find it, especially with the changes to voiceover in the new Mac OS.
