I did actually discover this a few months back wwhen I restored my iphone 13 to factory defaults and restored from my latest iCloud backup. this worked fine with one serious omition. The VO rotor was set to the default layout! I know this since there are things I add to the rotor and others I delete.
Today Arriving home with my new 16 pro I had forgotten all about this. But at least the bug seems to happen all the ttime, again my rotor was reset to default layout.
It also seems as if my braille tables were not backuped either the tables added in settings and the 2 settings in the rotor.
What is much worse and something I have not seen before. My accessibility shortcut was also forgotten. Fortunately Siri was able to turn on VO when the shortcut to my ssurprise did not turn on voiceover as expected.
The first part of this bug is reported to Apple and has the following
Case-ID: 4910768

I've noticed this too, which is why I use my PC to backup my phone.

I don't know if iCloud encrypts your backups, but the PC does, plus, you don't have to sign into your services because it remembers these for you.

With iCloud, you have to sign into each individual service.

I used USB-C cable to connect the 2 iPhones, and everything transfered fast and well.

Just because you can do something another way does not mean this should not work. The other options were for different reasons not available. Yes more passwords must be typed again but not that many. But skipping over part of a backup is not the same as requiring password protection for a backup.
