I am having trouble getting Ipad OS keyboard shortcuts to work. I have an IPad Pro 11-inch, 4th gen. My keyboard case is one made by typecase. If I try and access the notification center, by pressing vo+m, then option+up-arrow, the voice-over focus simply stays in the status bar. Is there something I'm doing wrong? Is there a new shortcut for this in Ipad OS? Thanks in advance for the help.

The best place to find…
The best place to find keyboard shortcuts is probably opening the commands option under voiceover settings. If you look at keyboard in there, it shows all the commands with keyboard shortcuts and, BTW lets you change them or add them.
According to that menu on mine, notification centre is vo-page up and control centre is vo-page down.
You can also get to those with globe-n for notification centre or globe-c for control centre.
Finally, if you don't have a globe key you can add one in the keyboard section of settings. In my case I've made the capslock key into globe, although if you're using that key for VO you'd have to go back to using option-command. Probably worth it though, there's a lot of good system hotkeys using the globe key as a prefix.
globe key?
Does your iPad keyboard have a globe key? It would be in the bottom left corner where the FN key normally is. I don't have an iPad, but I've read that that key allows a bunch of shortcuts that aren't VO specific. You can bring up control center with globe key+C, notification center with globe key+N, and switch between apps with globe key+left/right arrows. It sounds cool intheory anyway. Too bad Apple doesn't bring all the keyboard shortcuts on the iPad over to the iPhone.
weird globe key behavior
I think my case is doing something weird with the globe, or FN key. I do have one, but my case is assigning it's own commands. Example, fn+c is the command to put the keyboard in pairing mode. I love my case, because of the more durable material, and the fact that it opens more like a laptop, but I'm finding some things that aren't working that should.

Sadly, almost no keyboards other than the Apple ones see the fn key as a globe key. Remapping the capslock key is the only real solution I've found.
It's worth it though, particularly if you do any multitasking on an ipad.

Well, I did some playing, and if I add ctrl with fn or globe, I can get the commands to work. I.E. I mapped notification center to ctrl+globe+n, control center to Ctrl+globe+c, etc. Definitely goes to show that there's more than one way to do things.

Option plus up arror
On my iPad, I use VO+M, then option+up arrow to open the notification center.
VO+M, then option+down arrow opens the control center.
