Hi,
I was trying to bootcamp a 2011 21.5inch iMac, and after the windows files were copied and the windows support file downloaded and the mac rebooted, the screen said "No bootable device found. Press any key to continue". Holding down the alt key and pressing enter brings me back to macOS. I have fould online that there could be an issue with the iso or the drive. I have used two different win7 iso's, and they both do the same thing. I have also used a usb2.0 flashdrive and a usb3 external harddrive.
Do you know what I should try next?

A guide
So I did some searching about this issue on Google, and apparently a bunch of people have had issues with this particular version of Windows and Bootcamp. The only thing I can think is that perhaps you mistakenly downloaded the wrong version of Windows 7, i.e. 32bit as opposed to 64bit, or vice versa.
Regardless, I found a guide from March of this year, thought it may help.
Good luck. 🙂

Only one thing different compared to what I did
The guide says you should visit a link and download the Support software from that page, then uncheck download Support software from Apple in Boot Camp assistant. I don’t know if this would make a difference. I don’t think it’s an issue about selecting 32 bit instead of 64 bit because I downloaded an all in one (AIO) ISO.
Just in case this would give you any information, I found it on blindhelp.net.
This is the only thing different in the guide compared to what I have done. it was the SP1 ISO, which was the only one I could find on that website.
blindhelp.net is bad news…
blindhelp.net is bad news. Don't ever use that site less you know what's good! Site is nothing but cracks! I still have no idea why people ever use that site, ever! Like... Why! I have never had a need of visiting said site and yall shouldn't have plans on visiting that site neither! Plus heard that half that stuff don't work at all and this, could be why you're having issues with said .iso.
