VoiceOver volume on iPhone 5S

My dad got an iPhone 5S yesterday. Everything was working fine for a while, but now he can't get his volume settings set the way he wants them. The VoiceOver volume control is only going up to 35% whereas on his old phone it would go up all the way to 100%. Try to increase volume beyond 35% and it just keeps saying 35%. He can get VoiceOver volume by raising the master volume with the buttons or Control Center, but then everything else is way too loud. Any thoughts? Thanks.

Hi, this issue has already been raised on this site. My guess is that it is a software issue specific to the new IPhone 5S. Apple has already been notified. I encourage you to click on the link below and look at the previous posts on this topic.
