Reading subtitles in VLC or another player

Good day everyone
I've been wondering is there a safe way to read film subtitles in my favourite VLC for Mac? As of now it looks like there's a hitch because I just can't locate any setting for VO or another TTS to do so

Would be grateful for any suggestion

The new VOCR now has a real time feature which reads out subtitles great if you're on full screen
