Hello, does anyone know, or have a accessible app that can convert videos to 3-D audio file?

Note, though, that this records 3-D audio rather than converting videos, and requires two iPhones to be installed on. The app does appear to make use of the cameras, the reason for which I have not figured out exactly. Also, regardless of whether it is audio only or video that you record, it will not be so easy or perhaps even possible to directly transform the audio captured through the microphone(s) into 3-D, so I highly recommend that you look for either such an app or an external microphone/recording equipment to capture 3-D/binaural audio, or plug-ins used for 3-D positioning, which, in turn, require the use of DAW's (digital audio workstations). While SoundX does not require dedicated recording equipment, it still utilizes multiple microphones on two separate iPhones to record 3-D audio, so you will not be able to do that by using only one iPhone unless you use something like the Sennheiser Ambeo Orbit Smart Headset.

I am looking for more like video converter. That I can convert a Videos to a 3-D audio files, for example, if I want to convert the song flowers by Miley Cyrus on YouTube to a 3-D audio file. That is a type of app that I am looking for.

You mean like spacial/atmos? Unless you have the stems of the track, IE, the original individual recordings prior to the released mix, I don't think you can do this.

If you mean you want to strip 5.1 audio from a video file that has 5.1, that's possible with a couple of pieces of software and a script I can write for you but, as far as I know, there is no way yet to generate a 3d audio file from a stereo recording.
