Hello,
I just set up "Hey SIRI" on my iPhone 11, but everytime I say that command, it won't work/I have to press the side button for SIRI instead. Is it, to my own speculation, that VoiceOver told me what to say first on each step? I havn't retried setting it up just with Braille support to read the spoken parts in each step. However, why else wold it not work?

There could be one or more reasons why "Hey Siri" is not working.
Try enabling the following settings:
1. Go to Settings > Accessibility > Siri. Enable "Always Listen For Siri". Chances are the reason Siri isn't working is because your iPhone is face down on a flat surface. This will fix that.
2. Go to Settings > FaceID and Passcode. Navigate this screen until you find the heading "Allow on Lock Screen". Make sure Siri is checked.
3. Go to Settings > Siri. Make sure "Allow Siri When Locked" is checked.
4. While still in Siri settings: Make sure "Spoken Feedback" is set to "Always" or "Preferred".
Finally, make absolute sure that you setup 'Hey Siri' successfully. This is a multi-step process thatessentially locks your voiceprint to your Siri. Ideally it is so random people won't mess with your iPhone by trying to activate their own iPhone's Siri. However, failing any of the steps during setup means 'Hey Siri' is (not) active.

Try just siri, also make sure you have the latest update. You never know. Also besides setting up again, voice over doesn't care that it reads to you, just do what it says. Take a minute to speak clearly. Once set up, turn off the phone, let it sit there a few minutes then turn it on.
Restarting always does the trick for me
As said, I had this happen to me times and times again. I couldn't figured out at first, but then I realised a simple restart of the device always does the trick.
