The relevant Apple Support and Community pages do attribute the extensions being greyed out/dimmed to restrictions caused by configuration profiles or Screen Time settings but do not provide sufficient information.

No, it's my own personal device, and I used to use extensions on this very device a while ago. I don't really recall making any substantial changes to the privacy settings or installing a profile that may be the culprit.
