Looking for an iOS app that will periodically announce the time

Does anybody know of an app that will announce the time at selected intervals? I don't want one that simply chimes, it must announce the actual time. Looking for one that will do this when the phone is locked. Thanks in advance for any pointers.

Am finding Chime to be less than reliable when it comes to 15 minute alerts, as it's already missed a number in just 3 hours of testing.
