VoiceOver turns off when phone is powered off and then back on

Hi all,
I just recently upgraded from the iPhone 12 Mini to the iPhone 15 Pro. I'm enjoying the upgrade so far. But I've noticed that if I power my phone off and then back on, VoiceOver will be off and I would either have to tripple-click the side button or press and hold the Action button. Is there any fix for this issue? My iPhone 12 Mini never did that. Any suggestions are appreciated.
Thank you all in advance.

Just a thought, but have you tried removing VO from the Action button and rebooting your iPhone?

I've never had my Action button set to turn VoiceOver on or off. My Action button is set to turn silent mode on or off. Thanks for the thought anyway.

Emily, turn vo of and on to see if that might help. Never heard this issue before. You might also want to change the voice. This is a strange issue.

My apologies. In your initial post, you mentioned triple clicking the side button or holding the Action button. So I assumed the Action button was set to toggle VO.

Holger may be onto something as well. In iOS 17.x, we have noticed VO voices self deleting at random. So that could be a thing with your new iPhone.

Maybe give this a shot? Set up VO with one of the low quality pre-installed voices, and reboot your phone.

If this works, then it's an iOS issue and you may need to wait for iOS 17.2. Otherwise, there could be a hardware conflict which will likely require a visit to an Apple Store.

HTH.

One thing that's worth a try might be to turn on VoiceOver during the initial setup of the phone with a tripple click of the side button, if you didn't do so already. This would require an erase, so if you don't feel that's worth it I get it. I noticed that options like Screen Courtain are more likely to stick sometimes if done during the setup process instead of later.

Thank you all for all the helpful suggestions. I'll see if using a pre-installed VoiceOver voice solves the problem. Hopefully it's just an iOs issue and not an issue with the iPhone.

Hi Emily,
When you power your phone back up, are you able to make VoiceOver turn on with the Accessibility Shortcut? Over the last couple years, I have heard of a very intermittent issue where VoiceOver would not work after the device is restarted and still locked; but once unlocked, it worked normally. I have never seen this personally in a shipping version of iOS, but I have certainly heard about it. Even if this isn't the exact issue you are experiencing, VoiceOver should turn on upon restart if it was running at power-off. If you haven't already, I would definitely report this to Apple (since you are the one experiencing it and can thus give first-hand information) to get it on their radar.

I took the suggestion that was mentioned in an earlier post and I'm using one of the pre-installed VoiceOver voices. When I powered my phone off and then back on, from what I can tell VoiceOver stayed on. I'll have to double-check but I think using a pre-installed voice fixed it.
