I am currently using an SE with version 17.0.2 but when I make a call that requires me to press 1, enter number, or select number, or even if I want to switch to speaker or mute, voiceover stops working for some reason.
I don't know the exact reason but, have thought it may be the microphone or a conflict with speaker output from call and voiceover.
I've been searching for a solution but, the last time anyone has spoken about it, that I could find, was from version 14.
The solution is to turn voiceover off and on to see how long it works for, before doing it again.
So, I want to know, am I the only one having this problem? Is there a better solution? Do I have the wrong settings? What can I do?
Before I changed my flip phone for the SE this was my main concern, and it seems rightly so. Wouldn't be as bad if voiceover would just let me use the keypad during a call.

Not a full solution but
If you already know the numbers that need to be dialled then you can add a comma then the numbers that should be dialled. I don’t know exactly how long a comma pauses for but it’s about 1 or 2 seconds. if you do use this method. you’ll have to experiment with the number of commas you input to get the right time. Sorry but I can’t help with your problem directly but this is a potential work around and it means you’ll never have to enter those digits again once you’ve got it set up. Just tap the contact, call and the phone will do the rest. I hope that helps you.
Have you tried
Use headphones or earbuds or something. I would never try to use voiceover to do anything with the phone keypad, when it sees your hand it often thinks it should switch to earpiece and disable the keypad.

Prob not many use an iPhone without headphones.
My Sony linkbuds got busted after only 1 year but Tozo appear to be doing a better job for 1/3 the cost and actually work really well with calls so far.
