Is there a way to download my iPhone 6s Plus 64 GB
It’s currently running iOS 15.7.3
I can see that really taking a toll on the performance of this device
Is there a way to download iOS 14, 13, 12, 11, 10, or even iOS 9? Because even on a really fast Wi-Fi network, it takes between 5 to 30 seconds did you get to the place where I can install an application. Everything takes a really long time to load, including the App Store, until it just gives me a contact iTunes screen so I have to go back to double tap on such again
Somebody, please, anything to help me get the whole phone possible
The reason why I’m using this iPhone is until I can get a more faster iPhone

Sounds like it might be time…
Sounds like it might be time to try restoring from a backup or restoring and setting up the phone as new, though that would mean reconfiguring everything and reinstalling all your apps. Yeah it would take some time, but it might help. Apple doesn't let you downgrade iOS. If you restore your iPhone, it'll install the newest available version supported by that phone, which for your 6s+ would be 15.7.9.
The slow still happens
The slowest unloading things are still going on, it happened before I set up the phone is new again a few days ago
Some settings that may speed things up.
There are a number of settings that you can play with to give your old iPhone some new life.
1. Under Accessibility > Display and Text size:
• Enable "Reduce Transparency" and "Reduce White Point".
2. Under Accessibility > Motion:
• Enable "Reduce Motion"
• Enable "Prefer Crossfade Transitions"
• Disable "Auto Play Message Effects"
• Enable "Dim Flashing Lights"
• "Disable "Autoplay Video Previews"
• Under Accessibility > Touch:
• Disable "Back Tap" (Use the VO version or none at all).
• (Optionally) Disable "Reachability"
Under Accessibility > Home Button:
• Enable "Rest Finger to Open" (If you use Touch ID)
Under Accessibility > VoiceOver > Audio:
• Go to Sounds and Haptics, and DISABLE Haptics. Important, this will only turn off the haptics that VO uses.
• (Optional) Go to Settings > Sounds:
• Disable System Haptics.
Finally reboot your iPhone. You should notice an improvement in the overall responsiveness of your device.

Comes to speed what are my problems have anything to do with the battery

My suggestions above were for you to get a performance boost out of your old device.. If it is the battery that is slowing your phone down, then perhaps you should have the battery replaced?
