I guess the subject says it all. How does one go about creating custom ringtones with voiceover, say, from mp3 files? I'm yet to figure out how to use garage band with VO, which is the method suggested by most online guides.

Skip garage Band
I am a Windows user. Instead of using Garage Band on my iPhone, I make the ringtone on windows and then transfer the mp4 file to my iPhone. First I start with a MP3 file. I then open the file in the free software program MP3 Direct Cut. Realize the Lame codec will need to be installed separately for the program to function. Running MP3 Direct cut, I can edit the file using regular Windows keyboard commands to make a selection and delete portions of the file. I cut the file to a 30 second sound sample, as all cell phone carriers use a 30 second ring as their default.
Next, I can fade into or fade out of the sound sample so the sample does not sound harsh at the beginning or ending. When the editing is complete, I go to Google and search for an online mp3 to m4r converter. M4R is the file format the iPhone uses to identify ringtones. Once I find the website for the conversion, I upload the file and it is converted in less than a minute. I then download the file to my computer and transfer it to my iPhone using iTunes or a third party transfer program such as Waltr Pro. My custom heavy metal ring tones turn heads. I have some rock and roll ringtones as well. When my phone rang recently at a group meeting, someone said, βI know this song it is Eminence Front by the Who!β I responded with βyes, you are correct and doesnβt it still sound cool all these years later.

No garage band for me.
I use GoldWave to make the sound clip I want to use for the ringtone or text tone. Then, also using GoldWave, I convert the mp3 to an .m4a. Then, I change the a at the end to an r, to make the file an .m4r and then put it into iTunes on my Windows 10 machine.

Creating a ringtone is simple on the iphone.
You can use the music to ringtone to create the ringtone right on your iphone then export it to garageband and then export it as a ringtone or text tone.

GarageBand, Ringtones and iOS
GarageBand might be a good investment for someone new to getting personalized ringtones on an iPhone outside of using the iTunes Store app. Since GarageBand allows you to import ringtones directly to your iPhone without the need for a computer.

The second link has downloadable GarageBand projects. Basically they are free ringtone projects, that you just need GarageBand to export into your iPhone's ringtone directory. π
