Your Feedback is Important to Improving Accessibility on Apple platforms
Don't assume that Apple is aware of a bug or that your report won't make a difference - submitting bug reports directly to the company helps them reproduce and resolve the issue faster. Your report may provide crucial information. The more reports they receive, the higher the priority they give to fixing the bug.

Notifications Not Speaking Is Not A Bug
YOU can now change how notifications are handled by VoiceOver. Go into settings/accessibility/VoiceOver/verbosity/system notifications. You can change how VoiceOver treats notifications on the lock screen and how notification banners are handled. You can also change how notifications are handled when the silent switch is used.

Well check that. Did change speek notification instead of Braille. Does not use it. Will see if it works. Do not get why iOS 17 change my notification setting that it was in iOS 16.6. Only issue with iOS. Like the fast response, My iPhone 13 pro feels like a new phone. Now if Apple fix the notification in the RC be nice.
Hmm so maybe a bug then
Well didn't know about this setting. But, you can change the behaviour on the locked screen for notifications and presumably the mute button anywhere. So, as there is no similar option for when the phone is unlocked maybe it is a bug. Seems odd you can get the phone to speak or not on the locked screenbut not when unlocked. Rather pointless.
Banner Notifications
Banner notifications determine how VoiceOver treats notifications when the device is unlocked. I have both settings set to do nothing. That way VoiceOver doesn't interrupt me when I'm doing something. It's just a matter of personal preference.

Good for you. I had my to read them even when I am using phone. Now VO does not read them if I am using it. Does read them when left alone.
Issue with the space with F command on a braille display?
ppressing control f and then typing a string of text always fails. It almost always works in the same context on iOS 16.6. Is anyone else having this issue?
Notifications still have a bug I think
So Earl correctly pointed out that you can switch back on the speaking of banner notifications as they arrive by going into settings. For whatever reason, iOS17 seems to have automatically disabled it, but that's ok.
The problem I have is that in iOS 17, if you have banner notifications set to Speak, it speaks regardless of what you are doing at the time, interrupting if VoiceOver is already reading something else. In iOS 16, VoiceOver would complete its current block of text, and only then read the notification that came in. This was far better in my opinion and I have reported the new behaviour as a bug. That report was a couple of months ago though, and there's no sign of a fix.
