You can't use Personal voice with VoiceOver correct? Mine is building as I write this. If not, I'm going to suggest this as an option.

To my knowledge, that is correct; it is not possible to use your personal voice as the VoiceOver voice.
How about the creation process with VoiceOver?
Is it easy to create the voice by reading the necessary sEntences with VO?

Hi, on iOS17 public beta it is impossible. Vo does not read out the phrases you need to speak. Total silence. So if other people have managed to do this with no sight I'd love to know how.

There is no option for personal voice on iphone Se 2020 with ios 17
You can absolutely record the needed info
This works great, although the creation process itself is now stuck for me. The phrase is shown just above the record button.

I believe personal voice is only available on devices with the A14 and later chips; The iPhone SE (2020) has an A13.
