I know we have a few apps like Chess-wise and Shredder, but would like to ask about Hiarcs in particular. Has anyone bought it? Are there any other accessible apps to play or learn chess?

Chess moves is one.
Also, its not a app, but you might want to give lichess.org a shot as well.

The best ever is Chess Studio from Giordano Vicoli.
It's a complete suite to study Chess starting from opening, to middle game, to endings. The app is huge and complete and its accessibility is very near to 100%.
The DEV answer very quickly via mail and he does his best to accomplish every request.
I'm the main tester for this app accessibility.

I downloaded this very impressive app yesterday, and have questions. How is a game in progress saved and retrieved? Are there chess puzzles included in the app? Shredded Chess can adjust it's strength to match yours, and it estimates your ELO. Can Chess Studio do these? Those are just a few. Thanks.

Try this one Ramy. It’s the one I use to play with my girlfriend all the time and it’s great. The only downside is that there are no notifications to tell you when it’s your turn to play.
Don’t forget to use vertical navigation on your rotor to move around the board.
