I'm trying to help someone who can't adjust the speaking rate of his VoiceOver voice. He has tried restarting the phone and using different voices but the speaking rate slider has no effect on the rate of speech. We are thinking he probably needs to do a factory reset and maybe a reset all settings but before doing that I'm checking to discover if anyone has experienced a similar problem and found a fix. I know he has sought help from Apple support and they have no alternative recommendation.

Hi,
Have you two tried to adjust the speech rate from the voiceover rotor? It should be one of the default options enabled by default.
To use it, place two fingers on the screen and twist clockwise. you should hear options in this order.
Characters
Words
Speech rate
Containers
Headings
Etc
Once you reach speech rate, swipe up or down to change it.

One thing you might also try is adding a language to the language rotor, and try to change speech rate when switched to the other language, as it is on a per-language basis. You could also try to add it to quick settings and see if that has an effect when changed in there
