Two Safari focus issues in Ventura

Since upgrading to Ventura, I've noticed two new focus issues in Safari. If someone else could confirm similar behavior, I'd appreciate it.

First issue: While using Safari, focus sometimes jumps to another app. Every time I've experienced the problem, it has jumped to Mail, but that might simply be because Mail is often the next app in my stack.

The last time I experienced this, once Mail got focus, it seemed to process several keystrokes I had issued while Safari had focus. The results were pretty catastrophic. The most baffling was that my inbox had zero messages instead of the usual dozen or so, and I had to play around for quite a while to determine that, somehow, these keystrokes had turned on a filter to only show unread.

Needless to say, this is a real productivity hit, and if others are reproducing it, the issue needs to be formally submitted to Apple.

The second issue is considerably less caustic. If I load a large-ish website, such as NYTimes.com, after about ten or fifteen seconds of browsing, it seems to load a second time, and moves VoiceOver focus back to the first website element. In other words, I basically lose the focus location I have navigated to, and need to find where I had left off again. There's an audible chirp from VoiceOver when this happens.

I have to wonder if this bug has a corresponding effect for sighted users. For example, if a sighted user loads a page and scrolls down a bit, does the website jump back to top after ten or fifteen seconds? If so, then this is a Safari issue in general. If not, it's VoiceOver-specific. As I have lost my remaining low vision, there's no way for me to tell.

If anyone is seeing similar behavior, please let me know. Please do not respond with "well, Safari is just crud anymore". We all know Safari has issues; I'm interested in these two issues specifically. Thanks.
