I remember doing this a while back, but had to reset my phone settings and now I don't remember how to do it. When i'm in safari and I want to access the tabs menu, where you have the back, forward, share, show bookmarks and tabs buttons, before, the way I had it set to was for those buttons to always how up at the bottom, but now, after I enter a web site in safari, there is address, collapsed, at the bottom of the screen where the buttons used to be. If I expand that section, the buttons show up, but I don't remember how to return it to the previous behavier of having the tab bar always show at the bottom of the page. I've looked in safari settings, in accessibility and cant seem to find the setting to do this.

Yeah, seriously! If anyone knows, please say. It's very annoying! It seems particularly bad on iOS 16, where even the relative position of the address field can jump from the bottom to the top. Crazy.

Looks like IOS 16 must have changed a setting or took that option away. Time to do some exploring. If I find it, I'll let everyone know if someone else hasn't answered this first.
I think this is an iOS 16 bug
I'm not sure if this was ever a setting. From what I could tell, the default behavior was that the controls would not collapse when VoiceOver was running. Since the iOS 16 update, the controls do collapse, even with VoiceOver running. I also find this very annoying, and would strongly encourage those of you in the Beta program to report this bug. I will definitely be doing the same. Reporting these directly to Apple is the best way to insure that these bugs will be fixed.
Another workaround
Double-tapping the status bar or the address bar (which, by the way, you can still find at the top of the screen if you physically look for it) will make the tab bar reappear. Note that this will also jump you back to the top of the webpage.
