I have a Series 7 Apple Watch which recently updated to Watch OS 9.0 without incident. At the time it updated to Watch OS 9 it was successfully paired to my 2020 iPhone SE. I recently upgraded to an iPhone 14 Pro Max which I wanted to pair with the watch. I unpaired the watch from my older iPhone and paired it successfully with my iPhone 14 Pro Max. The syncing and connecting to iTunes took an unusually long period of time but it eventually paired successfully. I decided to power down the watch and then I placed it on its charger. Once it restarted I had no speech from VoiceOver. If I toggled VoiceOver off and then back on I would hear the earcon indicating that VoiceOver was enabled but that's the only sound the watch is producing. The volume is at a high level and at this point I'm not sure what I should do. I'd prefer to not reset the watch and go through the setup process again if I can help it. If anyone has any suggestions I'd be very grateful.

Exact same problem with series 8 watche

This is happened to me with my new series 8 watch.
I have an iPhone SE 2020, and I took the exact same steps that you have though I don’t have an iPhone 14 Pro.
I think what’s happening is voiceover isn’t speaking on the passcode screen like it didn’t on iOS 16.0.
Unfortunately, the only way to resolve this issue is to get cited assistance.
After entering the pass code, you will have your voice over again.
There’s currently no fix for this on this Apple pushes out an update.

The same thing happened to me when I was pairing a new iPhone14 pro last week.
When I show my watch to anyone who sees it, "update complete." We got your message. As soon as I clicked the "ok" button, the clock started talking.

Update On My Apple Watch Issue: Resolved
Hi. Using AIRA I was able to confirm that my watch was on the screen where I needed to enter my PIN. With muscle memory I was able to enter it and VoiceOver once again became audible. I then contacted Apple's accessibility team by phone to report the issue. They were aware of the problem and thanked me for reporting it because it's now one more model that they can associate the problem with. Therefore, if other Apple Watch users encounter this bug I would encourage you to reach out to Apple to report it.
Apple Watch Series 6, Voice also Stops Talking
I updated my iPhone 8 Plus to iOS 16.0.2, and my watch to WatchOS 9.0 and VoiceOver on my watch also stopped talking. This was never an issue before the update. My phone seems to have no issues, and my watch was working fine before the update.
I have to turn the watch off and back on to get the voice back, which I can only do with the help of a sighted person.
If the issue isn't resolved soon, I may just go back to using my previous old tactile watch until the issue is resolved.
They released another mini update
Didn't they just release 16.0.3 as well as Watch OS 9.0.2 so maybe they have resolved that issue. I'm still on 15 with absolutely no plans to update any time soon. Wish you luck
