How to report a Ventura bug to apple?

How do I report a Ventura bug to apple.
On my M1 Max MacBook Pro (although I suspect this happens with all laptops), when I plug headphones into the headphone port VO doesn't switch over. It stops speaking entirely and I need to restart VO to fix it.
There's no feedback app so what am I supposed to use to report it? thanks.

Your Feedback is Important to Improving Accessibility on Apple platforms

If your testing the beta, the feedback app should be included with thee beta by default in the dock.

Paste the following in Safari to open the Feedback Assistant:

applefeedback://

Note that this works even if you aren't running a beta.
