I can’t see my Bluetooth devices on my iPhone 13 mini

Setting up my iPhone 13 mini has gone perfectly except I can’t see the devices on my Bluetooth section. Bluetooth is on. They show up on my iPhone 7 and my iPhone 11 but not the 13 mini. It appears to be discoverable it says it is and anything I’ve read on Apple support website has already been done and so I am looking for ideas. I can’t figure out what to change in settings if anything. Does anybody have ideas about why I might not be able to see them?

When I navigate to the Bluetooth section it just says devices and then it says in progress then the next line is for the Apple Watch. I can’t make the iPhone 7 or 11 forget the other Bluetooth devices. I tried to do that because the Apple support article says to try that but I can’t even get that to come up there so currently I have no Bluetooth capability on my iPhone 13 mini. next step? :-)

I do think the Bluetooth capability is working because when I was in my living room yesterday and my neighbor drove into his driveway I could detect what a assume is the Bluetooth device in his car because it was definitely on. I wasn’t sure what it was till he drove away again and I did not see that anymore. This is on the iPhone 13 mini I haven’t tried it on the other two. I tried it twice because he came home twice. So something is working. :-) It just won’t recognize my devices. It does however recognize my other two iPhones as what I’m assuming are hotspots although they won’t pair with them. Oh and I’m not sure how to put these older Bluetooth devices into pairing mode because they don’t work with apps and there’s no way for me to tell how to do that. I didn’t need to do that when I first purchased them so I don’t have any paperwork or nothing obvious that VoiceOver is pointing out. I tried looking for that mode under the more info section but it only gave me forget the device and then one case they gave me some options for adjusting headphone options. This was under a Bluetooth device called CD 560 which is probably my newest device. Anyway, none of them are Apple devices. I’m going to go to my church tomorrow and see if this phone recognizes what I have sitting on the organ because I figure it won’t be in range of my other devices and it may work so I will try that to see if I get the iPhone 13 mini to recognize it. That’s where we are. :-) I wonder if it will work with iOS 16? I understand it is to be released on Monday. I don’t want to touch my iPhone 7 because that’s the one I used to connect most often to Bluetooth devices and I noticed the iPhone 11 is not seeing the other ones anymore after I forgot them this is fine I just would rather not if I don’t have to touch the iPhone 7. I didn’t have to do anything like this on the other two iPhones so it’s probably a super simple problem I just haven’t discovered it yet. Like my iPhone :-) thanks for your help on all of this.
