Observation although I could be just dreaming and I would like other people's opinions.
I feel like voices across both iOS and mac betas are quicker on the whole.
What I mean is, what is 60% speech rate on iOS 15 or mantaray is a little bit quicker on these latest releases.
Am I dreaming?

Voices definitely seem faster
I predominantly use Alex on iOS 16 and macOS Ventura, and have also experimented with other voices. I can definitely say that they seem faster across the board, meaning that the speech rates for a given voice on iOS 15 and macOS Monterey are slower than the same numerical rates on iOS 16 and macOS Ventura.

I'm glad to know I'm not going mad.
They have even changed the way they handle punctuation, a lot more pausing with commas which is a good thing.
I think the voices may have had an overhaul
I believe the voices may have had an overhaul. They seem to handle certain things better. I don't know about Allyx, I think he will always spell out really difficult words, but it seems a little bit different. More pausing when punctuation is present.
I’m very impressed so far.
I only installed iOS 16 half an hour ago and it’s just finished overheatingfrom re-installing voices and probably caching search but I’m very impressed. I expected not to be after previous releases. The entire OS seems noticeably quicker, voices are clearer at higher speeds and latency seems lower, to borrow a phrase from 2012, its snappier. Only problem is I can’t work out how to change the Lock Screen, I’ve tried double tap and holding but the only option seems to be changing the wallpaper. TBH I haven’t found anything new in the entire OS yet other than new voices I won’t need because Australian Siri voice 2 is my voice, has been since its launch and I can’t imagine that changing for some relatively low quality voices. I’ll give Zoe and a couple of others a try but nothing seems to come close to female Australian Siri. Anyway, other than nothing at all new, I’m really happy with the update.
Lock screens
It may take some trial and error, but after double-tapping "Add new wallpaper," you should then be prompted to add widgets. Although no feedback is given, double-tapping on a widget will add it to the newly created Lock Screen.
