I just noticed that an app I have on my IPad was free when I first installed it, but now when I try to install that same app on my phone, it wants me to pay for it. Is there a way to fix that? Its not it my download history or hidden purchases. So if I were to get the app on my phone, I would have to pay.

A couple thoughts
There are some apps where the developer makes specific versions for the iPhone and iPad. They have become much rarer in recent years, but I guess you have found one of the examples.
To check, take a look at the app's listing in the App Store and see which devices it says that it is compatible with.
Another option is that there has been a major version upgrade since you bought the app, and it's a paid upgrade.

The app is universal, so one purchase should cover use on both iPhone and iPad; and there's no indication of there having been a paid update in its history.
So, if it's not listed under your list of available purchases in the App Store on the iPhone, I don't know what else to suggest.
That likely leaves contacting App Store support your next step... unless somebody else here has suggestions?
