Since upgrading to iOS 15 some time ago, I've noticed an increase in the number of calls that do not get through. In other words, someone tries to call me, but my phone never rings. Instead, I get a notification of the voice mail they leave me. When I eventually talk to the person, they claim my phone rang as usual but I never answered, when, from my perspective, the phone never rang at all.
You might think this is a carrier issue, but I'm not sure. I have enabled wi-fi calling in Phone Settings, and when this issue has occurred, I've always had a solid wi-fi connection. So the fact that I'm using Verizon and have 2 of 4 cell bars shouldn't matter. Or should it?
Besides the specific issue of more calls not getting through, I would say call quality in general has decreased since upgrading to iOS 15. Sometimes I call someone and they sound like their voice is being ran through a robot synthesizer. Other times pthe caller claims they can't hear me. In both cases, ending the call and redialing addresses the issue. Yet other times, my phone rings and I answer it, but it takes a good four or five seconds before I connect with the caller.
Anyone else see any correlation between poor call quality / calls not getting through and the upgrade to iOS 15? If it's just me, I will assume the issue is Verizon.

And if I plug in a headset that works fine it’s just the phone that doesn’t have a good quality phone call.I signed on to ask the same question so I’m glad I’m not the only one having this problem. I sometimes hear my phone ring but most of the time my problem is when the person talks to me their voice is very muffled. I also have a Rison. But I do wonder if it is an upgrade problem. Everything else works fine except the phone calls. And if I plug in a headset that works fine it’s just the phone that doesn’t have a good quality phone call.

do you have silence unknown callers on? It's most likely the cause of your phone not ringing and you only getting a notification If so, check to make sure the people that are trying to call you are in your contacts

Not called quality… But delayed notifications for Phone and lots
I don’t have issues with the call quality, I have a 2020 SE, iOS 15, And AT&T. There has been quite a few times where I don’t hear a notification that the phone is ringing, but a few minutes later, or whatever I will get a notification that I have a voicemail. I also have been getting delayed notifications, sometimes up to three minutes, from text messages, Facebook messenger, Google voice, and other messaging apps or even YouTube. I wonder if it has to do with that stupid time sensitive notification setting that iOS 15 introduced. Not all apps have a setting where you can adjust this— I personally just want to turn them off because it’s frustrating to get notifications stuck on my lock screen when I don’t want them and I can’t get them to turn off. I can’t find a way to turn it off or tri it on for those certain apps so I don’t know. When I get the notification, looking in notification Center, when I go to click on options to keep or get rid of… It never registers my tap. This is extremely frustrating, especially when you are having text conversation with somebody using text messaging or even Facebook messenger.
I haven't been experiencing any of this.
Maybe it's a carrier issue. I will say, though, that I am not getting email notifidcations anymore, ever since I switched to my new phone, and I know those are set up correctly because I got the odd one. As for phone, no, I haven't had any problems other than that Voiceover lag after hanging up, and that doesn't always happen.

It's not Silence Unknown Callers. I have that turned off, and I have these problems with people in my contacts. I have an SE 2020, so it's not phone specific. I'm going to assume it's a carrier issue. But I am also aware we're entering a more active period of the solar cycle. Maybe sun storms are causing the problems. But it's bad enough to make me seriously consider getting a land line.
What about wi-fi calling?
Addendum to my last post. Does anyone know if there has to be a good cell signal in order to connect a call when wi-fi calling is enabled? I know this feature improves call quality and prevents dropped calls, but I sort of expected this feature would also help with call connection, which is why I'm surprised that calls aren't connecting when I'm on wi-fi. But I admit I don't really know how this feature works.
Cell Signal
Not sure a cell signal is required. I can put my phone on Airplane mode, turn Wi-fi on, and make a phone call without any issue. For what it is worth, I am on T-Mobile.
Also, and sorry, I forgot where it is right now and I cannot look it up, I think there is a setting someplace to enable wi-fi calling. At least that's what I remember from a million years ago. It might have changed and be enabled by default.
Two Things
First, no one mentioned phone vibration. Does anyone keep their phone where they would feel it vibrating?
Second, has anyone tried turning off VoiceOver when the phone is not in use to see if the problem is related to IOS 15 in combination with VO?
And second (I never said I can count), this problem occurs with IOS 14 from time to time. That's probably a natural result of using a cell signal, but of course, who can say for sure?
And second, what does Apple Support have to say about it?

Verizon network extender
So we purchased a Verizon network extender at a cost of $125. With it up and running, we now get 4 of 4 wifi bars instead of 2 of 4.
While it's too early to tell if this improves call quality, I will state that it has already fixed one problem I was having with SIRI. When I asked SIRI for the temperature, I would consistently get a delay, with SIRI telling me "wait a sec," or "on it," before eventually giving me the temperature. Since installing the Verizon network extender, SIRI promptly tells me the temperature without delay.
The thing that makes this really odd is I'm connected to wifi with a very strong wifi signal. It surprises me that SIRI, apparently, relies on a cell connection to work properly even in the presence of a strong wifi connection. This is what makes me think the issue is with iOS. For some reason, since upgrading to iOS 15, it has become necessary to have a strong cell connection even when on wifi.
It happens with IOS 14, also

I've experienced the same issues with IOS 14. I never upgraded, as I'm sure you may recall. I have max signal strength wi-fi and a mini cell tower plus signal extender to improve cell signal strength for one hundred fifty-nine miles around (a slight exaggeration). smile.

calls on apple watch
I've noticed this when using the apple watch to answer calls. After I double-tap on the answer button to answer the call, it takes a few seconds, I'd say in between 3 to 5 seconds for the call to connect.
