need this signature to be the default in all my emails,
and need to create another one to be in my email replys,
so, i created the 1st signature but it is not when creating a new email.
anyone can tell me, why?

Before you can use a signature in Mail, it must first be associated with an account. Apple's official instructions say you can drag signatures between accounts, however this does not seem to be possible with VoiceOver from what I can tell.

As an alternative, you can create a signature in the "All signatures" list, copy the contents of the signature, then create new signatures for each account with the contents of the original one pasted so they all match.
