Well, assumed we have a gesture for turning of voiceover.
What is next?
How do you want to use an assigned gesture for turning on voiceover?
The service is off.
Yeah, the solution exists.
Just a hint:
Use automation task (command) in iphone.
How? I know, But i won't say.
Cheers!

Ignore the unhelpful comment above. This appears to be all that zeirus-fr ‘contributes’ to our community.

You have a couple of options.

If you simply want to mute VoiceOver speech, then you can use the 3-finger double tap.

If you want to completely turn VoiceOver off, then the Back Tap feature is likely your friend.

You can set this up at Settings > Accessibility > Touch, where you can choose to use either a double or triple tap on the back of your device to toggle various settings - one of which is VoiceOver.

Of course, Siri is one other option too.

First, you can tell Siri to start or stop VoiceOver. If your phone is online, this works every time. Second, you can set up the side button so that a triple tap will toggle VoiceOver on or off. This is referred to as the accessibility shortcut.

Although I didn’t find a solution I appreciate the replies the closest was back tap but it’s not supported on my new iPad mini
