This bug has been around for awhile now. I thought it would be fixed when Siri functionality was restored, but it's still present for me.
I'll ask Siri to find the nearest CVS, and then she'll tell me the location of the store. When she asks if I'd like to call that location or get directions, and I say, "call" or "call that location," she'll say "who would you like to call?" I've googled this and it seems like others have experienced it but I haven't found a fix.

Re: Siri "who would you like to call" loop
Hello Tasha and all,
I have also seen this, going all the way back to iOS 14.8, on multiple devices.
Still seems to be around in 15.3, with no fix I know of.
Perhaps someone running the beta can comment and let us know if its fixed yet, although I highly doubt it.
Perhaps in a decade or so.
Best of luck.
Adam
Agree.
STry to say yes, and tell it to call. Tend to works sometimes. It is a major pain. Bug. Pay close to over $1000 for my iPhone pro and get more bugs than a hotel from NY.
I"m experiencing the same thing
Same for me... really annoying.
