To enable VoiceOver during setup, press the Side button (iPhone X and later, iPad Pro models from 2018) or the Home button (earlier models) three times, then wait for the announcement that VoiceOver is on.
I got a new one, fifth generation, 12.9", WIFI only, from my son in law. He bought me my first Pro, a generation one, and I was still happy with it. Now I've got to try to get along with iOS 15.2, which I purposely had not upgraded to with my old Pro. It will be some time before I make a full transition.
