I have been trying to change the voice when reading with Seeing AI and some of them will not change even though the voice seems to be on my phone. Do additional voices need to be purchased, and if so, I can't seem to find out where to do that.

Voice settings
When you go to change the voice used by the app, you will see the following note:
“This setting will not affect VoiceOver users.”
So, if you use VOiceOVer, that's what the app will use, irrespective of what you select on this screen.
