The voice control is a very good accessibility feature but the caveat is that it responds to voice over. For this reason, it is best used with a headset. I wish Apple will correct that as they did with dictation mic which was responding to voice over. If voice control doesn't respond to VoiceOver, then it will be a great accessibility feature.

Hi. Am I wrong? Isn't it possible to redefine a voice control command from a phrase voiceover speaks to a phrase voiceover doesn't speak?

You can do that with the customized phrases, but not with the pre-defined phrases. The pre-defined phrases can only be turned on or off.
