Are Media Descriptions Still Part of the Rotor?

Hi, guys. I've used this feature before for reading captions, because I'm hearing-impaired. I can't seem to find a way to enable it in the rotor. I did turn it on in VO verbosity settings. Most of the time, I use Braille, but sometimes I use speech. Most of the time I have it off, but it can be useful. Is it one of those contextual things in the rotor like actions or search fields? TIA

It only shows up when playing a video in an app that supports it, such as Netflix.

The video must be playing, or it won't appear in the rotor.

Captions came up in Braille on a website video, but the option to change the settings didn't show up in the rotor. I'm thinking it wasn't fully compatible. Appreciate the pointer.
