I just bought a MagSafe wireless charger. Please excuse my silly question! I plugged the charger in to charge itself. After a couple of hours, unplugged it and put my phone on it. Charging did not start. So my question, to use this thing, do you keep it plugged in and just place the phone on it for a charge? I thought this was something like a power bank that you can carry and use where ever. Thanks all!

Correct. It's essentially an alternative to the lightning cable for charging.
It's slower than charging via the Lightning cable. How much slower will depend upon the power adapters that you are using with each.
However, it arguably removes the ‘friction’ point of having to insert and remove a cable.
Compared to other wireless chargers, it can be used whilst holding and using your iPhone.
I like MagSafe, but still use a Lightning cable when I need a fast top-up.
