Even though I have a good cell connection, I can't order an Uber if I don't have a WIFI connection. As soon as I get a WIFI connection, I am able to connect with Uber. It seems illogical that my cell connection is not sufficient for ordering an Uber. What am I doing wrong? Do I need to turn off WIFI calling? Doesn't make sense to me!

Check your Uber settings
I think that it is a problem with your settings. On your iPhone go to Settings, then Uber and actibate the item called something like āCellular Data Useā.

If nothing is working, verify you have the latest version of the Uber app. If not delete the app from your phone and re install Uber. Restart your phone or do any resets of the phone that might make the app work correctly again.
