This is occurring because Apple is updating developers' apps that use a legacy ‌App Store‌ code signing certificate with the latest version so that they can launch correctly on iOS 14.5 and iPadOS 14.5.
Accordingly, these updates won't contain any new features or bug fixes. It's essentially Apple doing something that's necessary to keep these apps working; and it's apps which have effectively been abandoned by their developers. It's sad to see that Digit-Eyes is one of these.

Apple is just updating them with the newer sign in certificate, nothing to get excited about.
