I recently jumped from 13.5 to 14.4 and I noticed this weird issue with Safari.
When I search for something and browse by heading, there are only two or three results that show up, and the related searches and more results button.
This is weird and it happens to every search I make
Is there a setting that’s turned on that’s blocking me from reviewing all of the results?

No it is another safari issue along with so many other problems
Try Changing the Search Engine
This has been a problem with Google for a while which happens to be the default search engine. Try switching to a different one from the Safari settings. DuckDuckGo works for me. There won't be those neat feature snippets but one can brows through all the results displayed.
Or you could switch to the desktop version of the Google website
I’ve noticed that the issue only seems to happen on the mobile version of the Google website, so you can switch to the desktop version and the results will display normally.
however, if you’re in EU, there is another problem with this approach, for some reason you can’t navigate past the cookie overlay so you can’t actually use Google desktop version.
