Sadly over the past couple of major versions of iOS, I have found that turning off predictions does not work. I've reset my iPhones to factory defaults and turned off predictions again, no joy, they still bug me all the time. Even whilst using on-screen input they still bug me.
Strange, I just tried turning off Predictive in settings and it did turn it off when using Voice Dream Writer. Turned it back on and it immediately began working again in Voice Dream Writer. That is with a 6th generation iPad. I haven’t checked other apps or a payment field as the OP experienced. It definitely turns off and on for my favorite word processor.

There is also an Auto Correct in the Keyboard settings that y might try turning off. That might be your issue. Worth a try.
