Is VoiceOver still talking on the iPhone 12 Mini? If so, are you able to restart it and try the Quick Setup over again? If this doesn't work or isn't possible, do you have a computer you could hook your phone up to to update the software that way and do a restore if necessary?

I made a restart as suggested, and it's now have a progress bar, but why this happened? and is this a bad sign or something for my new phone?

No, these things happen. I did a podcast with someone on the 10r and it happeend during my recording of the podcast. it took 2 hours to finish set up because of that, I did edit all of the waiting out.

I left my 2 Iphones after restarting my 12, i left them til morning at least 7 hours, and i got 0 percent progress bar,
i stopped the quick setup, and my iphone 12 reset itself, and now am starting from the beginning, it asked for an update and i must accept, so, hope this time it will work.

Hello Ramy. I just purchased the iPhone SE 2020 edition. When I did the over the air quick set up process, I had to do the update, as well. All I did is accept the update and get that process started. After it finished, I was able to finish with the setup process. Here's to hoping that all is well with your new toy. It should be straight forward. I don't think that there is anything to be concerned with. Just go through whatever steps each device is requesting and all should be fine. If not, the forum is always available for additional assistance.
