There's a dedicated tab of it inside the fitness app, kind of like APPLE TV plus content is found inside the TV app. Fitness Plus is the subscription service.
When you install iOS 14.3 it will not install the fitness plus app unless you have an Apple Watch that is synced with your phone. You can use the app without your watch but you cannot install it without a watch synced to your phone.
