Hi, have someone tried to use full keyboard access on iPadOS? You find this feature under Accessibility settings and , keyboards.
You can lock your iPad by keyboard shortcut or activate Siri with another one. Just like in VoiceOver settings you have a list with commands which you can edit to how you like.
You can navigate on home screen with arrows only and for activate just press space. To get this features work quick NAV need to be off.

I Love That Feature!
Two of the only places it doesn't work well for right now at least, is the App Switcher screen (Tab+a) and the Pages application. (At least if on iPad OS 13.5.1.)
I will for sure be sending Apple Accessibility Feedback on both matters above.
FYI
To get around the App Switcher screen bug for now (until a fix comes out), is to either:
1. Press CMD+Tab/CMD+Tilda to move back and forth through the app switcher (simlar to the Macintosh Operating System), then release till you found the app in question.
NB. While one of the above commands are being held down, ya can close the app by pressing CMD+Q.
2. Assign VoiceOver Keyboard commands to move between your open applications.
Settings>Accessibility>VoiceOver>Commands>All Commands>System
NB. When adding a keyboard command, type the command you want to use on the keyboard, and tap the done button using your finger on the screen.
If there's a conflict with an already assign command, it'll tell ya so, and ask if ya wish to change it.
It's a great feature, but…
It's a great feature, but not only does it not work on the above; it also doesn't work as all, in my experience, with the gestures command, tab+g. Anybody else noticed this? Before submitting a bug report I will see, in private, how it is when we can all get our hands on the iOs 14 Public Beta. Just an Fyi but yes it's great overall.
