I don't know what has caused this situation. Yesterday, I could dictate on Facebook and in text messages. Today, I hear a sound when I enter an edit field but a two finger double tap does nothing. In fact, when in message composition, I don't even see the keyboard. I haven't done anything to change this procedure. Installing my new Focus 40 braille display and pairing it with Bluetooth is the only thing I have done iOS related. I did download new app store updates but that should not have changed anything. I have the latest iOS 13 update installed. Any suggestions?

My issue with it is that when I use twitter, I only can do one word at the time. If I do a sentence it will not do all. I also updated twitter.
Maybe the new Bluetooth device?
Could it be that the new Bluetooth device is being detected by your phone and that's why you don't get an onscreen keyboard?

I previously had disconnected from the display but my phone saw it. The minute I said forget this display, I got my keyboard and dictation back. Once I learn how to use the Focus and get my elBraille Notetaker, I won't need the keyboard. I guess I can't have both the dictation choice and the Braille Display available to me at the same time.

Braille displays and the on-screen keybord
In short, connecting a braille display was just the change needed to make you not see that keyboard on the screen when editing, and I promise it's not a bug!
in the Voiceover settings, have another look in the braille section. In the middle of the list, you should see a switch to "Show Onscreen Keyboard. Being that Turning this on would allow you to indeed use both keyboards at the same time.

I was able to dictate
I was able to dictate yesterday on facebook and other edit fields.. Using iOs 13.4.x.
Twitter is messed up
Holger, you are right. the Twitter app is messed up. Dictation works as expected with everything else. i also didn't know about the using Braille and onscreen keyboards at the same time. Granted if you have another device with a keyboard you in theory wouldn't need the onscreen keyboard. Maybe apple should come up with a keystroke so you can press it and dictation starts. Glad you got it working.
