Question about VoiceOver and system volume levels

dear friends, recently, I bot the iphone xr and facing some chalanges in managing the voiceover and other alerts.
let me explain the issue below.
when ever I press the volume down key, the ring tones and the notification tones volume is getting decreasing along with the voiceover speach volume.
so, could some 1 suggest me the fix?

You might want to check under the Settings app, under Sounds & Haptics. You can adjust the ringer volume itself, but right after that, there is a toggle called Change With Buttons, if you turn that off, that means that the ringer volume won't change when you use the volume buttons.

Although with my iPhone 11 and with iOS 13, I've encountered a bug that, on occasion, when I come back to this setting and check the ringer volume, it seems to change on its own.

This doesn't happen often, but it does happen from time to time, when in previous versions, I don't recall this happening before. I think this might occur when I'm adjusting the volume during a call, but I haven't been able to successfully reproduce it.

I would conclude it is a bug. I experience the same behavior. Even though the check box is checked not to adjust the system volume with the volume buttons, the system volume will randomly change with no explanation. I have encountered that it has gone all the way down to zero before. I am not sure what causes this, but its disappointing to know I have to check the system volume every day if I rely on things like the alarm to ensure the system volume hasn't been set to zero.
