With the introduction of native Dark Mode support in iOS 13, the behaviour of Smart Invert and Classic Invert has become less consistent and reliable; particularly for those who want to use a color combination that results in a light on dark display.
Specifically, there are some apps which do not appear to consistently switch to a light on dark display; and on occasion webpages in Safari and Safari views may not switch to light on dark.
Additionally, you may find that some apps will very briefly switch to a dark on light display, and then revert back to light on dark (typically in less than a second).
Also, there are occasions when some UI elements - in particular the onscreen keyboard - do not use the expected and desired color combination, but this appears to be no worse than it has been in previous versions of iOS.

Frustrations with invert
I’m surprised that nobody else has reported that they have encountered this bug. To me it’s not sometimes, but most of the time. I have to keep switching between dark mode, smart invert, and classic invert. Right now for this webpage I’m using classic invert. And some of the worst offenders or any app that has documents, like numbers. Generally my numbers spreadsheets wanna be in glaring white with black text. I have previously reported this to Apple. I sure hope it is being worked on. I thought that $13.03 would see some improvement. But it didn’t.
Smart invert and classic invert
Smart invert and classic invert have not been fixed in the most recent update. Many apps do not respond to either smart invert or classic invert. Or I have to switch between them to get the best of you even mail and calendar do not work. Shutting off light and dark mode made no difference. I’m running 13.3.
