Since the last IOS update my iphone will constantly announce the time when I lock the screen when using certain apps.
How can I fix this please?

Hi, I would first check in settings under display and brighjness go to the raise to wake setting and ensure it is set to off. If that does not resolve the issue I would suggest closing all apps from the app switcher before locking your device. You can then start figuring out which app is causing the problem and make sure you close just that app in future until and update may be pushed to fix the problem.
Hope this helps !

Apple's VoiceOver feature is useful to blind or partially-blind users, who have low-vision. However, this feature can be tiresome when there are bugs. With iOS update, the feature can be infected with some errors. In this situation, you can turn off VoiceOver feature on your iPhone. Many iPhone users turn on this feature accidentally. When this feature is enabled, it speaks items on the screen. You can tap once to select an item; double-tap to activate the selected item; and swipe three fingers to scroll.

Now, to disable VoiceOver on your iPhone, you need to tap Settings > Accessibility (if your iPhone is running iOS 12 and earlier, tap General and then Accessibility) > VoiceOver > and select the VoiceOver option by tapping once, and then double-tap the VoiceOver button.

Once VoiceOver is disabled, you can check if your iPhone frequently announces the time or not.
