iOS and iPadOS

Are there any accessible apps for this? Also the cost too?

Unfortunately, there is no way to place the Windows operating system on an iPad, like there is on a Mac.
The two just aren't compatible and given that Windows is meant primarily for computers (excluding Windows OS for phones, which is entirely different), it would probably break things massively if you attempted such a thing to begin with.

If you want to use Windows on a tablet, you will need to get one that can run it. Something like a Microsoft surface tablet. Both NVDA and jaws screen readers support touch screen gestures, even on laptops which have touchscreens.

As far as I’m aware, there is no way to get windows on an iPad, at least without some serious hacking.

I thought my mom used VmWare work station or something like that on her iPad in 2012, She was able to use windows apps on there, but maybe I just disremember.

The only way to kind of sort of use Windows on an iPad is to remote access a Windows PC. For example using TeamViewer Remote Control. Trying to do this while using a screen reader on the Windows PC and also on the iPad sounds pretty complicated to me and probably not to great of a user experience. But hey if you need to do a quick admin task on a remote PC something like that may be worth a try. If you're hoping to use Microsoft Office and JAWS or NVDA I'd say get a laptop. Sorry.

Hello.
Unfortunately, you'll have to get a windows laptop or a surface tablet. Otherwise, you can't run windows on an iPad. It's an iOS device (iPad OS is basically iOS with some additions), so win won't work on here.
