iPhone 4S volume issue

Hi friends: I wonder if there is a volume settings for the microphone and speaker, not just the 2 buttons we all know about on the left side of the phone. In certain apps not always the same ones my speaker gets so low i cant hear anything almost. I have over 280 apps and i wonder if my phone needs a scan of some sort or i did something that is making this happen. Camera apps usually do that so cant turn up the speaker volume, the rotor when i use 2 fingers appears but for a few seconds and cant change the current volume there not sure how is done but its too short the seconds is on. I heard you can somehow specify the volume of your speaker and mic to be certain volume levels but where or how? I depend on Voiceover but if it becomes too low doesnt work for me. I havent found any volume sound guide but is needed because i know some apps have their own volume levels just wonder how can be changed easily because the 2 buttons dont work in that situation. Please help me out!!! Thanks.

One issue is that your main volume controls may not be set correctly. You need to go in to settings, sounds, and check your volume control there to make sure it is not too low. Also, the volume may not be set to change with the use of the rocker panel on the phone. You should check that out as well.

Thanks but the volume in settings is 84 percent and what you say that maybe the rocker i suppose you meant the rotor, i have no idea how to chek its settings to make sure the volume controls is set to be used with the rotor.
